Updated transponder file for Germany.Kabel Deutschland (KDG)

I've created a new ini file for german provider KDG (Germany, not Berlin).
The problem was that ZDF (second german public channel) wasn't found with old ini file.

thanks for the updated kdg ini. The current lists are indeed outdated so any assistance concerning such lists is appreciated my time here is limited atm..

Updated to serve changed QAM64 to QAM256 frequencies.
Added 826 kHz and 834 kHz.
