If you delete the file and it is re-created by windows this has happened before and is simply a feature, me thinks, where windows re-installs vital files (although removal of this transponder.exe should be possible since it is only used at install. You can test it yourself run 'transponder.exe' in another directory and it should extract .ini files. So no need to panic imho..
